Prof R.L.Hangloo, the Vice Chancellor of Allahabad University delivered a special lecture to the participants of the Special Summer School at the UGC- HRD CENTRE of the University of Allahabad.

Speaking on the theme of "The Changing Nature of The Indian State", he said that the Indian State grew out of the tribal roots through the centuries into its modern vibrant democratic system. Over the centuries the feudal system evolved as the tribal system and later transformed with the growth in agriculture and family. He reiterated the need of the country to grow out of the feudal setup for a vibrant democracy to survive the land. India has seen phases of growth and development alternating with phases of stagnation and inner turmoil. The growth in the nation and the development of the state has been spurred by external incursions from Aryans to Turks to Mughals and Europeans. He reiterated that the caste and class divisions are mostly evolution of phases of seeking legitimacy by the influential classes. The stranglehold of the feudal system does not loosen over the country because these influence groups control the psyche of the country through religious beliefs. Prof Hangloo concluded his thought-provoking lecture with concrete suggestions. He stressed the fact that the nation will develop only when the approach of the people becomes more liberal and the marginalized become empowered.

The H RDC Director Prof R K Singh thanked the Vice chancellor for his support to the HRD CENTRE and his belief that the centre will provide a showcase of the eminent and learned faculty of the institution.
